The candidate must be a permanent resident of Assam, except in case ofCGE quota, which is reserved for Son/Daughter of Central Government / Central Government Public Sector undertaking (CGE) employees who are posted in Assam for less than 20 (twenty) years and are not Permanent Residents of Assam. 

Yes, candidates who are not permanent residents of Assam can apply only under CGE quota of applicable. This quota is reserved for Son/Daughter of Central Government / Central Government Public Sector undertaking (CGE) employees who are posted in Assam for less than 20 (twenty) years and are not Permanent Residents of Assam. 

a Candidates who have passed 3-years Diploma in Engineering & Technology under  the State Council for Technical Education, Assam, with 45% (40% for reserved category) marks in the Final Diploma Examination.

OR

b.Passed 10+2 withsubjects as stated bellow for the corresponding major disciplines:

Obtained at least 45% marks (40% marks in case of candidates belonging to reserved category) in the above three subjects taken together( Physics, Mathematics and Chemistry or the other relevant subject mentioned in the sl no. 2 of the above table) . Also must pass the Qualifying Examination (10+2 standard) in single sitting, without any grace marks in the mandatory or the relevant subjects/ courses at 10+2 level and also must pass individually both in Theory & Practical.
